I uploaded a .MOBI file of an 84,000 word novel created by Scrivener, plus a high-quality cover image of a 1600x2560 JPG created by Photoshop. In the KDP Bookshelf, it reports an ebook file size of 0.43 MB with a $0.07 download fee. Is that within the average?

I just checked a book of about 125,000 words, and it was 0.49, so 0.43 seems a little high to me for 84,000, but not completely unreasonable. When I have time, I'll look at my other titles to see what the progression based on length is.

I have one novel that's around 86k words and a 1563 × 2500 JPEG cover. Amazon shows the its file size as 0.46 MB with a $0.07 delivery fee.

Looks fairly normal to me. If anything, I'd say the file size seems a bit low. But it will vary based on the compression on the cover image.

Very close to my own numbers for Cities of Mars, a book of around 82,000 words or so.

Cover is 1800 x 2700.
In my experience, file type makes a big difference. I upload an epub.
