I didn't have any problems with any site I visited yesterday and no problems so far today either.

I don't use Google, though, so I don't know about it, but other sites have been fine.

Which makes me think its an outage for a specific region.

Odd. Could have been a hardware problem local to you, and for some reason, the route to the forum went a different way to most else.

Strange things do happen.
