Title: ISBN when publishing from a different country?

I'm asking this on behalf of a friend :)
She used to live here in SA. She got a ISBN here, issued by the South African National Library. Used a POD printer to print a run of her book. Now she's moved to Australia. She'd like to print another run of her book, but now using an Australian printer. She wants to know if she needs to get a new ISBN for this book, issued by the Australian authority.
I don't think so, unless it's a different edition of the book? As I understand it, ISBNs indicate a specific edition of a book. If nothing changes between print runs, the ISBN number can remain the same, not so?

I would think no need to get a new ISBN.

I use Canadian ISBNs for both print books (KDP) and ebooks. No problems so far.

I've also been known to release an updated version of the book with the same ISBN, but don't tell anyone.
