Title: Win 10 Keyboard issues documentation (Australia specific)

Having just spent hours in chat with Microsoft, I'm going to document problem and fix, which they actually didn't help with. I figured it out myself while they were talking factory reset. (Never was going to happen).

Problem:
The " and @ keys were reversed, and the # generated a pound symbol.

No known cause for why this suddenly happened. No Windows updates in the week before it happened.

Partial Solution
Settings - Time & Language - Region
Set to Australia for region and format.
Time & Language - Language
Set to English (Australia)
Click on language. Click Options.
Select US - International Qwerty

Problems resolved.

New Problem
The " and ' keys fail to display the character until another key is pressed. Usual result is "" or '' or "a.

Solution
Time & Language - Language
Set to English (Australia)
Add English (United States) but un-tick both boxes so it doesn't become default or download anything.

Click on English (Australia) (which should be first in the list and have more icons on it). Click Options.
Select US - Qwerty

Click on English (United States)
Select US - Qwerty

Both languages MUST be using the same keyboard layout.

Problem solved.

Part of the problem seems to stem from there is NO Australian Keyboard layout, and you cant use a US keyboard with Australia, unless you also have the US loaded as well.

Microsoft - FIX THIS.
