It supposedly manages one's Amazon ads. It sounds much too expensive for an author, yet there is or was a free trial. Or it's now Adtomic, owned by Helium 10, and totally out of our reach. Strangely, this company was mentioned in a writers' magazine and apparently has a bunch of free videos that purport to teach one Amazon ads.

From what I remember, it all sounded great at first, but there was some chatter that the results were not spectacular.
At that point I wasn't making enough money to make it worth considering any ad agency. I think you need to be making a great deal of money to make it worth considering any type of ad agency, but that is my own impression gathered from comments made by others - as always, YMMV.
