What's a screen reader?

I just noticed this under one of my books under product details. I tried to find something about it in Amazon help, but no luck yet. I'll keep looking. Anyway, do you know what the different is between Text-to-speech and Screen Reader? I know it's for the visually impaired, but I assumed both of them were. Does it only work on the new Kindles?

Text to speech is likely only the text of the book.

Screen reader software interprets the entire operating system and allows interaction and control of the system. So not just the text of the book, but the menus, buttons and everything that allows a device to run. And not necessarily into speech, there are devices that create on the fly braille. I’m not sure if kindles go that far, its been years since I last had to interact with a full screen reader.
