I think it is entirely possible. In my year-long experiment in marketing, Marti, what you describe is the next iteration.

A: Turning off targets is counter to recommendations and the theory of "mass marketing." Unless you are buying a SuperBowl spot, more is better. Right?
It is my contention, micro targeting has always been a viable choice but is becoming the new norm.
Example: I created and ran a
highly-targeted 20 second video ad on the Googles. I have more hits, more buys, and
WAY more interaction from the micro targeting and video than any other single format.
Where the Zon AMS is not granular enough, FB and the Googs allow for a well-defined target audience.
